There are only two steps required.

These two steps that worked for me.

1) DELETE TWO OBJECTS FROM REGISTRY (see below)

2) RESTART - after deletion of the objects (NOTE - I tried doing Shutdown but did not notice the advantage obtained when using RESTART)

1) DELETE TWO OBJECTS FROM REGISTRY - details

a) initiate REGEDIT - on my computer, I enter REGEDIT into Cortana and then select the icon that is at the top of the list.  (NOTE: I had to give administrator authority.)

b) Locate the two objects

     Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\Shell\BagMRU

     Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\Shell\Bags

c) delete these two objects

d) that is all for this step

<<< This was helpful. I recall removing Bags previously and had some advantage after delete and      reboot >>>

<<<<<  A SOLUTION THAT DID NOT HELP FOR ME BUT MAY WORK FOR YOU >>>>>

<<< The one below was tried, but I did not recognize any improvement >>>

One solution I tried was doing what this video suggested -
